Review and Issue General Contractor (GC) Purchase Orders Request (POR) for Sprint/Samsung LTE NV project Northern California.   Define project scope, prioritize demands, manage timelines, prepare and present finance reports to stake holders.  Analyze GC PORs against Samsung contract for out of scope work.  Deny, accept or negotiate pricing between GC and Samsung while reviewing for compliance with Sprint’s SOW .  Work scope included all RF, civil, power and transport services necessary to bring LTE service on air.  Once on air handled contractor decommissioning review and approval of all sites as completed.  Worked with stakeholders on both sides of the project.

Utility Power Protection Specialist

Telecommunication specialist monitored maintained and repaired power protection equipment at various locations including substations, power generation facilities, wind farms and various telecom facilities.  All sites were under NERC and PUC compliances.  Equipment maintained included General Electric and RFL transfer trip relays and modems for breaker status and direct transfer trips upon fault events.  Also maintained various SCADA equipment for monitor and control at these same locations.  Full PUC and NERC reporting and maintaining of records was applied to all on site occurrences.

 

RTVI Specialist

Identify and rectify RF problems concerning radiant noise coming from power facilities owned by power distribution and transmission departments.  Reported to PG&E Compliance department to bring about needed repairs to bring facilities into CPUC/FCC specifications and GO95 compliance as related to RF noise complaints coming from OSP hardware.  Extensive use of customer OSP GIS system.  Extensive knowledge of OSP hardware both Transmission and Distribution hardware.  Worked with multiple utilities including cable and telephony to deal with induced RF from their hardware into PG&E facilities.  Internally interfaced with PG&E construction and repair departments to facilitate solution.  Also worked closely with PG&E legal department for conflict problems and FCC reporting requirements.

 

Designed utility plan for developing specialist role for this position including integration of the role into all departments.  Designed RF program to help identify RF noises coming from singular sources that specifically dealt with PG&E equipment.   Completed full project management plan with P&L and Risk/Impact report for project to go forward. Presentation was for Director review. 

 

Also participated on other Gas & Electric Utility projects including:

 

Cornerstone SCADA Upgrade; Major upgrade to Gas & Electric monitoring and control system (remote monitoring  of gas and electric substations as well as control of switching hardware) with modem upgrades (9600 baud).  Modem type included RF, wireline, fiber and cellular .

 

PG&E Smartmeter Project;  PG&E’s first replacement of all customer’s electric and gas metering from manual meters to radio meters.  Remote monitoring used 800 Mhz and UHF Spread Spectrum radios to transmit data to central operation for automated billing system. 

 

PG&E Vehicle Radio and Mobile Data Terminal (MDT) system.  New radio system (TAIT) integrating voice and digital data over UHF radios.  Over 400 mountain top repeaters and 3000 mobile and base station equipment upgraded.

 

Voice and Data Infrastructure Upgade. Infrastructure up grade of PG&E Beale Street HQ.  Rebuilt and Recabled 3 buildings for new VOIP phone and Cisco network system (Cisco).  Included swing over to new MDF frame.

 

Maintained multiple IT facilities as communication tech.  Systems maintained included backup power systems, multiplexers, routers, modems, PBX switches (digital and analog), microwave, two way radios, voicemail switches (Avaya) DAS.

Field engineered fiber routes both rural, metro and long line.  Worked on identifying ROWs with city, county, State and multiple utilities including R&Rs.  Also coordinated routes with multiple fiber carriers and phone companies for access permission to various vaults.  Used stick (OSP Poles) and wheels (OSP underground) for prepping pre route drawings.  Worked with USA (when available) on verifying existing underground facilities.  In vaults identified available ducts and who the occupying carriers were.  Identified locations for pull boxes, vaults, splice boxes and above ground cabinets. Identified existing pole spans and various pole hardware both power and wireline as it related to the new build. Worked with engineers on final drawings.  Worked with various field computers pads to field identify and draw routes plus identify existing facilities both underground and overhead.  GO95 and GO128 trained.  Make ready work included identifying pole hardware needed, evaluating pole conditions and identifying current existing non compliance construction and potential out of scope work.

 

 

Contract position to prepare, produce and manage Quality Assurance Plan (QAP) for Fiber Optic terrestrial project.  Prepared Underground FO Construction Manual, FO Aerial Construction Manual, Safety Plan and all Safety Reports. 

 

 

Contracted under CDI to Alcatel Network Service Division (France) for 1st USA terrestrial FO route project (Global Photon’s Global West Networks Project) awarded to Alcatel France.  Position reported directly to Project Manager.  ISO 9001 standards were used for all established procedures.
